if you have not registered your One as your home Xbox then you need to be online to play any digitally purchased games etc. Once you register your One as your Home Xbox the problem should go away and you should be able to play games offline if Live is down for some reason. You also need to have the password for your gamertag saved on your console otherwise you can't log in to your GT unless you are connected to live.
