Omezení rychlosti stahování v PHP

O co ale jde. Chci si napsat takového managera, který by určitým lidem nepovolil stahovat maximální rychlostí, ale jen maximálně například 500kB/s..
nemám s tímto žádné zkušenosti, proto se raději nejdřív zeptám, zda s tímto kódem jsem na správné cestě
