Thank you, your suggestion really helped. I have no idea why fullscreen was the issue. Once I changed it to borderless, my FPS went to around 80-120 or higher

depends on what settings you have your settings set at. on low? maybe. maxed out? not even close. i have a fx8150 a radeon hd7770 and 16 gigs of ram and my fps hovers around 70-100 maxed out with v-sync off
