As I agree that censorship is a horrible thing, it is not censored persay like you are thinking. What the google employee is trying to say that if you want explicit results you must be more specific.
Example:
searching for "blowjob" will bring up results that are censored (set to moderate filters)
searching for "blowjob porn" will bring up unfiltered results
