A klasický způsob, tj. nahrát na paměťovou kartu a poté nainstalovat z nastavení nejde?

Firstly go and change the location of the received files to this location :
/sdcard
Avoid keeping the .cer file in some folder.

After this, go to settings > security > Install from SD Card
