The problem is deeper. The x86-64 architecture does allow to run 16-, 32- and 64-bit applications in the same system. But 16-bit Windows and 16-bit real-mode DOS applications are a different thing. Win16 is not supported simply because Microsoft no longer cared. With DOS apps, this would be a bigger problem, because AMD have removed the V86 mode of the CPU. V86 was an early hardware-assisted virtualization system, which allowed us to run DOS apps in all versions of Windows including 3.x and 9x. But now we have AMD-V and Intel VT (already exploited by MS in VirtualPC and Hyper-V), so this should be possible again.
